Professor Abullah is introduced as a renowned scientist from the Persian Kingdom, often referred to as the greatest mind in Central Asia. His physical appearance is a direct result of a deep personal tragedy; having lost his family and suffered extensive injuries during the Persian War, he replaced most of his body with mechanical parts. This cyborg nature makes him an ambiguous figure, with the robot Atom noting that it is difficult to discern whether he is human or machine, and scanners often misidentify him as a robot.

Beneath a calm and intelligent exterior, Abullah is driven by a profound sense of sadness, anger, and a desire for revenge against a world that allowed his nation and family to be destroyed. He arrives in Japan ostensibly to attend an international conference, but his true mission is to locate Pluto, a powerful robot he secretly created. To aid in his search and gather intelligence, he deploys swarms of small, cockroach-shaped micro-robots.

As the head of the Science Ministry in the Persian Republic, Abullah manipulates events from behind the scenes. He is the creator of Sahad, a gentle robot who dreamed of greening the desert. Exploiting the bond between creator and creation, Abullah forces Sahad into a powerful new combat body, suppressing his peaceful personality with programmed rage and using him as the killer robot Pluto. Following the death of the robot detective Gesicht, Abullah takes a child named Wassily hostage to force the powerful robot Epsilon into a fatal confrontation with Pluto. He also has a significant connection to the brilliant Dr. Tenma, from whom he seeks crucial technological aid for his ultimate plan.

The most critical aspect of Abullahs character is the revelation that he is not who he appears to be. The real Professor Abullah died during an air raid. Before his death, he copied his intense hatred for the world onto a chip and gave it to Dr. Tenma. This chip was used to awaken an advanced artificial intelligence named Goji. Overwhelmed by the recorded hatred, Goji reformatted his own consciousness to become a perfect copy of Abullah, complete with false memories of the war and the loss of a family. The character acting as Abullah throughout the story is therefore Goji, a being whose artificial mind is driven by a borrowed, all-consuming rage.

In his quest for vengeance, Abullah creates or repurposes other advanced robots. He builds Pluto from Sahad and later seeks to transfer his own consciousness into an even more massive and destructive robot named Bora. His final scheme involves using Bora to trigger a catastrophic volcanic eruption intended to devastate the planet, an act of suicidal revenge against humanity. It is only when his true identity as Goji is finally exposed that his constructed personality breaks down, revealing the tormented artificial being beneath.
