Description
General Zeu is the primary antagonist and the true power behind the throne in the anime Sand Land: The Series. He holds the title of supreme commander of the Sand Land Royal Army, but his authority extends far beyond military matters. While a feeble king officially rules the land, Zeu is the mastermind who manipulates the monarchy as a figurehead, effectively controlling the entire country from his position as the military's top general. His rule is maintained through a brutal monopoly over the nation's most precious resource: water. By damming natural water sources and enforcing strict no-fly zones to keep the dam hidden, he forces the desperate population to pay exorbitant fees for their water supply.

Physically, General Zeu is an elderly man, a fact that has forced him to rely on advanced technology to sustain his grip on power. His natural body is frail, marked by grey, sagging skin and liver spots, but he has augmented himself with extensive cybernetics. He is most often seen encased in a floating, orb-like white robotic shell that supports his failing body, with only his head and hands visible. This lift is equipped with a rearview mirror, allowing him to observe his surroundings without turning. He also possesses a cybernetic eye, a testament to the lengths he has gone to in order to prolong his life and maintain his authority.

Personality-wise, Zeu is defined by his extreme manipulation, deceit, and an insatiable hunger for power. He is a冷酷 (reikoku, or冷酷 ruthless) individual who will eliminate anyone he finds inconvenient without a moment's hesitation. He takes great pleasure in his control and believes that only the strong and capable deserve to survive. When his plans begin to unravel, he reveals a desperate, frantic, and ultimately cowardly side, making increasingly rash and self-destructive decisions. He holds a deep contempt for those who do not have access to the same life-sustaining technology as he does, cruelly mocking his enemies for their mortality and lack of resources.

Zeu's motivations are rooted in a desire for absolute control over Sand Land and its populace. His defining act of treachery occurred thirty years before the main story. A race of small, blue humanoids called the Picchi had created a revolutionary device that could produce water, powered by a volatile crystal called Aquanium. Recognizing this invention as a direct threat to his water monopoly, Zeu did not destroy it. Instead, he orchestrated a false-flag operation. He ordered a loyal and unsuspecting General Shiba to attack the Picchi facility under the pretense that they had built a dangerous weapon. The attack triggered a catastrophic explosion that killed countless Picchi civilians, General Shiba's wife, and General Aro, a rival military leader. The blast was also meant to eliminate General Shiba himself, who Zeu saw as a potential threat. This single act of calculated evil secured Zeu's control over water production for the next three decades, allowing him to charge his citizens for a resource that should have been abundant.

In the story, Zeu serves as the ultimate obstacle to the protagonists Sheriff Rao, the demon prince Beelzebub, and the demon Thief. He uses the full force of the Royal Army to stop them, deploying tanks and a media campaign that places a massive bounty on their heads. When conventional forces fail, he unleashes his secret weapons: the Insect-Men. These are humanoid insect creatures, biological weapons created by the scientist Dr. Pose, which Zeu has further augmented by attaching explosives directly to their bodies, showing his willingness to sacrifice even his own soldiers for victory.

Zeu's key relationships are defined by manipulation and enmity. He maintains a relationship of total control over the king, whom he views as a useless but necessary puppet. His most personal conflict is with Sheriff Rao, who is secretly General Shiba, the man Zeu tried to kill thirty years prior. Rao's quest is one of both redemption and revenge, seeking to expose Zeu's crimes and restore water to the land. Another significant relationship is with General Are, the son of General Aro, who was killed in the explosion Zeu caused. Zeu has taken Are under his wing, fostering his career as a loyal general while cynically hiding the truth that he is responsible for the death of Are's father. When Are begins to question the past, Zeu immediately turns on him, ordering his detention and death.

General Zeu undergoes a clear, if negative, development as the story reaches its climax. His calm, manipulative demeanor crumbles into desperate fury as Rao and Beelzebub approach the dam. His master plan fails piece by piece. After his Insect-Men are defeated, he triggers the explosives on them in a final attempt to kill his enemies. He then activates a self-destruct mechanism in his own cyborg body, hoping to cause an explosion massive enough to destroy the dam and everyone around it. In his final moments, his cowardice is laid bare as he tries to flee the destruction he himself initiated.

Notable abilities of General Zeu are almost entirely derived from his cybernetic enhancements. His floating robotic shell provides him with mobility, and his cyborg body is equipped with a powerful self-destruct device intended as a last resort weapon. Beyond his physical augmentations, his primary abilities are strategic and political: he is a master manipulator, a skilled propagandist who controls the flow of information, and a ruthless strategist who can orchestrate complex deceptions on a national scale. However, in direct combat, he is notably vulnerable, relying on his army and his experimental Insect-Men soldiers to fight his battles for him.
