Description
Kuroi is a live-action exclusive character who appears in the direct-to-video special Pretty Guardian Sailor Moon: Act.Zero. He serves as a police captain stationed at a small substation in the Azabu-Juuban district and leads a group of four inexperienced officers who comically style themselves as the Police Shitennou, directly mirroring the antagonistic Four Kings of the Dark Kingdom. Within this self-fashioned quartet, Kuroi corresponds to the figure of Kunzite and acts as the de facto leader, attempting to direct his subordinates through their mishandled duties.

Personality-wise, Kuroi is presented as aggressive and earnest, driven by a strong but often overly simplistic sense of justice. He takes his role seriously, yet his intensity regularly backfires, contributing to the bumbling collective dynamic. A notable lapse occurs when he mistakenly addresses Officer Hanako, the lone female member of the group, by the wrong name, leading to an accusation of sexual harassment and highlighting his lack of social awareness. His behavior and flustered reactions make him part of a running comedic gag that subverts the menacing image typically associated with the Shitennou.

Kuroi’s motivations are straightforward. He wants to uphold the law and prove himself as a capable officer, but his enthusiasm outpaces his competence.
