Description
Masashi Kusaka is a senior officer within Division 0, the secret police department in the film Zero Woman: Red Handcuffs. He serves as the direct superior and former boss of the protagonist, Rei. After Rei is imprisoned for killing a diplomat, Kusaka is the one who approaches her with an offer: in exchange for her freedom, she must go undercover to rescue the kidnapped daughter of a powerful political candidate. His role in the story is that of a pragmatic authority figure who deploys Rei as an expendable agent to handle a politically sensitive case. He conveys the mission directive, sets the terms of her release, and provides the necessary official backing for her operation. Kusaka is portrayed as a professional and detached leader, focused on achieving results regardless of the personal cost to his operative. He does not appear to undergo any personal development over the course of the narrative; his function remains that of a commanding officer who operates within a morally ambiguous and corrupt institutional system. His relationship with Rei is primarily that of a superior issuing orders, though he is familiar enough with her capabilities to recruit her for the dangerous assignment. The character does not demonstrate any supernatural abilities, relying instead on his authority and strategic decision-making within the police hierarchy.
