Description
Hisashi Ogura is a character who appears as a ghoul researcher and frequent media commentator in the Tokyo Ghoul series. He is a middle-aged man of average build, typically depicted with short dark hair and a distinct mustache, often appearing on television wearing a formal suit. Ogura studied at Teihou University as a member of the Ghoul Research Society, where he was first introduced to the infamous doctor Akihiro Kanou.

In terms of personality, Ogura is best described as a publicity seeker who craves media attention. Rather than being a genuinely authoritative expert on ghoul biology and society, he is characterized as a minor researcher who leverages information from other sources to make himself appear knowledgeable and to shine in the public eye. He can be boastful, egotistical, and condescending, once sarcastically questioning a news staff member's qualifications during an interview. However, his character undergoes a notable shift later in the narrative. After reading Sen Takatsuki's final book, King Bileygr, Ogura becomes a ghoul sympathizer, joining advocates who push for ghoul rights. He begins referring to ghouls as interesting and very intelligent creatures, even adopting a headband that reads "ghoul lover".

Ogura's primary role in the story is that of a public figure who shapes human perceptions of ghouls. Early on, he appears on television to discuss ghoul-related incidents, such as the killings committed by the "Binge Eater" and the death of an investigator in the 20th ward. Following the revelation that author Eto Yoshimura is a ghoul, Ogura is asked for his opinion on her new book but states he has been instructed by higher-ups not to comment. His role becomes more directly involved in the plot when the organization Goat seeks help to save Akira Mado. Following a recommendation, they arrange to meet with the Great Wheel Act, a ghoul support group, and the human who introduces himself to them is Ogura. In this capacity, he helps provide the necessary inhibitors for Akira's treatment and expresses his support for Goat and the One-Eyed King, Ken Kaneki.

Several key relationships define Ogura's place in the world. He has a connection to Akihiro Kanou from their university days, and at an unspecified point, he learns details about Kanou's past through an associate. During the Dragon Arc, Ogura is summoned by Itsuki Marude, who acknowledges his past falsifications but chooses to move past them. In this meeting, Hideyoshi Nagachika arrives to question Ogura specifically about Kanou, to which Ogura reveals the doctor's origins and motivations. Ultimately, Ogura forms an alliance with Ken Kaneki and the Goat organization, pledging to continue working behind the scenes to support them.

As a character, Ogura demonstrates notable development, transitioning from a self-serving media personality spreading questionable information to a more genuine advocate who actively assists ghouls in a practical capacity. Regarding notable abilities, Ogura possesses no combat skills or supernatural powers. His primary asset is his accumulated knowledge as a ghoul researcher and his ability to access and analyze information, which he eventually uses to support the protagonists rather than simply to further his own public image.
