The character referred to as Olugio in the anime Witch Hat Atelier is officially named Olruggio, a witch who serves as the Watchful Eye for Qifrey's atelier, the appointed supervisor who answers to the Great Hall on matters concerning the atelier and its students. In physical appearance, he is a tall, thin man with short black hair, blue eyes, and a somewhat unkempt beard, and his expressions tend to range between grouchy and sly. He wears a white tunic with long wide sleeves, a black skirt, a brown belt, and a heavy cloak with a large pointed hood, with a cap bearing a golden rim and diamond designs that reflect his origins in the northern town of Ghodrey.

Olruggio's background begins in Ghodrey, the City of Magic, where he was recognized from childhood as a prodigy witch. He won an award in the youth category of a casting exhibition before formally becoming an apprentice, and he began accompanying other witches on acts of service. During one such trip to the village of Nauz, a blizzard isolated the settlement during an attack by wild beasts that killed many people. Olruggio managed to save only two of them, and this failure left him deeply traumatized, causing him lasting guilt and recurring nightmares about the people he could not protect. While training at the Great Hall, he met Qifrey after saving him from drowning, and despite Qifrey's initially cold demeanor, Olruggio persisted in befriending him. The two later left the Great Hall together and established the atelier, with Olruggio helping Qifrey gather his first apprentices.

In personality, Olruggio comes across as blunt, gruff, and intimidating at first, but he is genuinely kind and caring. His magic is frequently described as warm, and this warmth extends to the people around him. He looks after both Qifrey and the students, creating magical items intended to improve their comfort, such as devices that help them sleep, and he assists the apprentices with their studies. His generosity reaches beyond the atelier, as he regularly helps local villagers, and the nobility of nearby villages and cities take notice of his frequent acts of service. When others point out his kindness, he tends to brush it off as ordinary behavior or as part of his work as a Watchful Eye. He is easily flustered by praise and will deny enjoying it, and although he initially objected to the apprentices calling him their master, he gradually stops complaining about it as the story progresses.

Olruggio also struggles with his own habits, being notoriously bad with deadlines and prone to overworking himself late into the night to finish commissions. This leaves him frequently tired, with dark circles under his eyes, and he sometimes sleeps on the atelier couch, oversleeps, or misses events entirely. Despite this, he strongly insists that the apprentices get proper rest and even creates tools to encourage good sleep habits.

His motivations are rooted in a strong sense of responsibility to protect people, shaped by the guilt he carries from the Nauz tragedy, and in his duty as a Watchful Eye to uphold the rules of witch society. Over time, his experiences and his kindness toward ordinary people lead him to begin questioning those rules, particularly the laws that prohibit witches from practicing medicine and from teaching magic to non-witches. This places him in an internal conflict between his obligation to report rule-breaking and his wish to protect those he cares about.

In the story, Olruggio serves as a grounding and stabilizing presence. When he first returns to the atelier and meets Coco, a new apprentice whose existence he was not told about, he initially tries to hand her over to the Knights Moralis upon learning she is connected to the Brimmed Caps. After hearing her story, he reluctantly accepts her as an apprentice but warns Qifrey that he will report any further trouble to the Great Hall. Over time, his attitude softens, and he becomes protective of Coco and the other students. He also responds quickly in crises, such as rescuing victims of a collapsed bridge and its sinking carriages, and traveling to the Second Pentagram Test site to save Qifrey and others from an attack by the Brimmed Caps. During such moments, he acts as a voice of reason, stopping Qifrey from recklessly pursuing danger and reminding him of his priorities.

His key relationships are defined by his bond with Qifrey, his closest friend since childhood, though their friendship is complicated by Qifrey's secretive and increasingly obsessive pursuit of the Brimmed Caps, which has at times led Qifrey to erase Olruggio's memories when he became suspicious. Olruggio also develops meaningful connections with the apprentices, including Coco, Agott, Tetia, and Richeh, each of whom he supports in different ways. The creature Brushbuddy is fond of him as well. His development throughout the story sees him grow from a rule-focused supervisor skeptical of unusual arrangements into a more openly caring figure who questions the justice of the very laws he is meant to enforce.

As a witch, Olruggio specializes in magic involving fire, light, and heat, and he is well known among other witches as an inventor of magical contraptions. His creations include the Glowstone Path, a spell that inspired Coco's love of magic when she saw it as a child, as well as the Snugstone, the Searneedle Wand, the Link Rings, and various other artifacts designed for comfort and utility. His inventive skill and practical approach to magic make him both a capable teacher and a valuable ally in emergencies, reflecting his central role as a caring guardian, a loyal friend, and a figure caught between duty and conscience.
