Description
Chise Tōdō is a member of Team White Pigeon, a group of spies operating within the divided nation of Albion. She is a sixteen-year-old girl of short stature who originally came to Albion from the Japanese province of Saga as a student. Her appearance is notably traditional; she often wears a kimono or samurai-inspired attire, and even her school uniform incorporates elements resembling furisode sleeves. She carries a Japanese katana as her primary weapon and is left-handed. Chise speaks in a classic Japanese style and maintains customs from her homeland, such as keeping a tatami mat in her dormitory room.

Despite her small physical frame, Chise possesses immense combat prowess. Her swordsmanship is of a master-class level, having surpassed her father, and she is fiercely protective of her teammates. Her fighting ability is considered the strongest on her team; she has demonstrated the capacity to block bullets with her blade and move with superhuman speed in combat. In addition to the katana, she is also skilled with pistols, throwing stones, and even crafting simple explosive devices.

Chise's background is deeply rooted in a tragic personal history. She was assigned to protect Lord Horikawa, a Japanese diplomat, during a visit to Albion. This mission brought her into direct and fatal conflict with her own father, Jubei Tōdō, who was marked as a rebel to be eliminated. Despite her father acknowledging her strength with his final words, Chise was deeply saddened by this act, shedding tears for him after completing her duty. Following this event, the nature of her assignment shifted. Originally serving as Lord Horikawa's agent to monitor the political situation in Albion, she subsequently chose to offer her allegiance to the Commonwealth and assist the princess's faction, enrolling at the Queen's Mayfaire Academy as a cover for her spy activities.

Her personality is a blend of serious dedication and cultural unfamiliarity that leads to comedic misunderstandings. While she is honest, loyal, and incredibly serious about her duties as a spy and combatant, she remains largely unaccustomed to Western culture. This often manifests in behaviors that draw unwanted attention, such as eating traditional Japanese foods like rice balls, natto, and pickled vegetables that have strong smells, or practicing calligraphy with a brush when others use pens. She finds Western cuisine unappealing and struggles with subjects like English and playing Western musical instruments, famously being only able to play a conch shell in music class. This cultural gap can make her a liability in missions requiring subtle blending in, but her combat reliability makes her an indispensable frontline asset. A key aspect of her motivation is a desire to be fully involved in active operations; she expresses dissatisfaction when she feels she is being excluded from crucial missions or relegated to a passive escort role.

Within the dynamic of Team White Pigeon, Chise holds a crucial position. She shares a dormitory room with her teammate Beatrice, though her habit of keeping aromatic Japanese pickles in the room sometimes tests this arrangement. Her relationships with the other members, particularly leader Ange le Carré, are built on trust and mutual dependence. Although Ange often has to caution her about being too conspicuous in public, Chise has consistently proven her loyalty, at one point defying direct orders from Lord Horikawa to leave her post and rush to assist her friends in a critical situation. This act demonstrated a significant character development: a shift from rigidly following her duty to prioritizing the bonds she has formed with her found family. Within the Crown Handler narrative, her background as a samurai is further explored, with her personal file for the Commonwealth revealing her noble lineage, connecting her to the esteemed Nabeshima clan.
