Dr. Saito, often referred to simply as Saito, is the chief engineer for Apollon Media. His primary function is the development, maintenance, and upgrading of the powered suits used by the company's sponsored superheroes, most notably Kotetsu T. Kaburagi (Wild Tiger) and Barnaby Brooks Jr. His official title reflects his integral role as the technical backbone for the starring heroes of Hero TV.

Saito possesses a highly distinctive and paradoxical personality particularly defined by his voice. In face-to-face conversations, he is unnervingly quiet and soft-spoken, often whispering to the point where other characters struggle to hear him, and his dialogue is frequently accompanied by subtitles for the viewer. However, when communicating through electronic devices such as radios, intercoms, or telecommunications, his voice becomes booming, brash, and overwhelmingly loud, a stark contrast that often irritates the heroes on the receiving end. This other side of his personality is not merely loud but can be blunt, rude, and even mildly sadistic. He displays a clear, gleeful enthusiasm when testing equipment to its limits, such as when he relentlessly asked Kotetsu if he was getting sleepy in a new sleep chamber or referred to another character's car as a dump. He also takes great pride and excitement in his inventions, eagerly showing them off, bragging about their features, and observing the reactions of those who use them.

As an engineer, Saito is exceptionally brilliant and deeply invested in his work. His motivation appears to stem from a pure passion for invention and mechanical problem-solving rather than a desire for personal fame. He is incredibly meticulous and careful when the situation demands it, using his technical expertise to enable critical operations. For instance, he skillfully maneuvered Kotetsu and Barnaby through Justice Tower during an infiltration and played a key role in activating the safety mode of the H-01 robots, an invention originally created by Barnaby's parents, ultimately saving the heroes' lives. He is also noted to have claustrophobia.

Saito's role in the story is almost exclusively supportive, operating from a laboratory or command center rather than the field. He serves as the primary provider of technology for the protagonists. His key relationships are primarily professional, centered on Kotetsu and Barnaby, for whom he acts as a gruff but highly capable equipment supplier. The heroes often find his in-person demeanor and his flashy upgrades exasperating, yet they are completely dependent on his skills. His relationship with other support staff, like the hero operator from Apollon Media, is less defined, but his blunt personality colors all his interactions.

One notable aspect of Saito's development across the series is his design philosophy. His first major invention for the duo was the Good-Luck Mode, a set of flashy, oversized armor attachments for Kotetsu and Barnaby's suits. While the heroes initially believed this mode enhanced their strength, Saito candidly revealed it was purely decorative, designed to make them look more spectacular for the cameras. This demonstrates his focus on the entertainment aspect of heroism. However, in Tiger & Bunny 2, his technology advances significantly with the invention of the Hyper Nano System. This new system stores the heroes' suits as nanites within their wrist-worn Storage Bangles, allowing for instant deployment. This system also enables the Hyper Good-Luck Mode, which, in addition to the oversized energy constructs, features a full face mask for added protection and aesthetic effect, showing his continued evolution as an inventor who balances form and function.

Saito's notable abilities are purely technical rather than combative. He is a genius-level engineer capable of creating and programming highly advanced armored suits, nanotechnological systems, surveillance equipment like spy cameras, and a specialized sensory-deprivation sleep chamber. His true talent lies in his ability to reverse-engineer and understand the work of other brilliant inventors, as demonstrated by his mastery of the H-01 robots' safety protocols. Although he has no superpowers or combat training, his technological contributions are essential to the heroes' success, and his creations frequently serve as the key to resolving major conflicts.
