Description
Kaina Tsutsumi, known publicly as Lady Nagant, is a former professional hero who became a villain after being corrupted by the dark underbelly of hero society. Her background is rooted in the Hero Public Safety Commission, where she was recruited as a young talent by the then chairman. Initially an aspiring hero who believed in maintaining peace, she was secretly trained as a black-ops assassin. Her duties involved eliminating heroes, villains, and vigilantes who no longer served the Commission's interests or who were involved in corrupt activities such as colluding with criminals for fame or reward. Over years of carrying out these killings, her mental health deteriorated, leading to hallucinations of blood and death. When she confronted the HPSC president and refused to continue, the president attempted to kill her, forcing her to take his life in self-defense. Instead of reforming the system, the new president covered up the scandal and sentenced her to life in Tartarus, the nation's most secure prison.

Personality-wise, Lady Nagant is serious, disciplined, and direct. She is ruthless toward her adversaries, often issuing clear threats and acting with cold efficiency. Despite her hardened exterior, she is not devoid of conscience. She despises killing and was driven to her breaking point by the moral weight of her assignments. Her motivations are not rooted in revenge against the Commission but in a deep disillusionment with the hypocrisy of hero society. She desires to tear down the current system and build a new world order founded on transparency and accountability. This goal aligns her with All For One, who offered her a position during his prison riot, though she never genuinely trusted him.

Her role in the story is that of a formidable antagonist during the Tartarus Escapees arc. All For One tasks her with capturing or killing Izuku Midoriya, leading to a high-stakes confrontation. In her fight against Deku, she pushes him to his limits, forcing him to rely on the full extent of his abilities. A turning point occurs when she begins to see Deku's sincerity and selflessness, causing her to hesitate and ultimately spare his life. All For One, having anticipated possible betrayal, had secretly implanted a bomb within her when he granted her the Air Walk quirk. He detonates it, critically injuring her. Her development sees a shift from a bitter, disillusioned assassin to someone who, through her encounter with Deku, begins to reconsider her worldview.

Key relationships include her manipulative connection with All For One, who used her as a tool, and her adversarial yet transformative encounter with Izuku Midoriya. Her past also ties her to the HPSC, an organization that exploited her talents and then discarded her.

Lady Nagant possesses the transformation-type quirk called Rifle, which allows her to extend a rifle from a cavity in her right elbow. The weapon is organic, using sinew and muscle to fire projectiles without gunpowder, making it silent and flashless. She crafts her ammunition from her own hair, which she can mold into various types such as hollow-point or radio-equipped bullets. After hardening, these projectiles have penetrating power comparable to standard rounds and maintain momentum over long distances. She can also manifest a fleshy tendril from her arm to serve as a scope, enhancing her accuracy. Her effective range is up to three kilometers, and she can consistently hit moving targets from a kilometer away, even in adverse weather. Her skills are so advanced that she surpasses other long-range heroes like Snipe, relying on pure marksmanship rather than a homing ability. Weaknesses of her quirk include the fact that her distinctive hair bullets can be traced back to her, a limited ammunition reserve dependent on hair length, vulnerability at close range, and a relatively slow rate of fire due to the need to load each round manually. In addition to her natural quirk, she was given the Air Walk quirk by All For One, which allows her to create invisible platforms in midair, granting her aerial mobility. She uses the recoil from her rifle to propel herself while in the air. Despite her long-range specialization, she is also capable in close-quarters combat, demonstrated when she jammed the rifle barrel into Deku's stomach. Her physical durability is notable, as she survived a point-blank explosion from All For One's internal bomb.
