Buppa's role in the story is that of the central villain and the ultimate evil that the other characters must unite against. He commands a tribe known as the Waru, an army he deploys to overrun Tokyo and eliminate all opposing gangs. His actions serve as the primary catalyst for conflict, as his aggressive push for total domination forces the usually warring tribes to cease their petty fights and band together against a common, monstrous enemy. He is the oppressive force looming over the narrative, and his fortress is the final objective in the ensuing all-out war.

Key relationships define his position in the criminal underworld. He employs several vassals or lieutenants who act as his enforcers, including the psychopathic Mera, who serves as his bloodthirsty hitman and dragon, and Nkoi, a degenerate subordinate. Buppa also has an alliance with a mysterious High Priest, who communicates via hologram; however, this loyalty is a sham, as Buppa is a starscream who fully intends to murder the High Priest once it suits his purposes. His relationship with his own daughter is instrumental to the plot, as her intended fate as a virgin sacrifice for the High Priest—and her subsequent escape from his clutches—becomes the spark that ignites the open war between his forces and the other tribes.

Buppa does not undergo meaningful development or change throughout the narrative; rather, he serves as a static force of pure evil. His character is established immediately through horrific acts, and his trajectory is one of relentless aggression until his demise. In a manner befitting his sudden and chaotic nature, his death is ignominious rather than heroic, as he is sucked into the blades of a giant secret death machine—a fan that Nkoi activates—which turns him into a splash of CGI blood. His notable abilities are not those of a martial artist but rather his immense political power and his capacity for psychological and physical terror. He commands a personal army, wields a gatling gun in battle, and his authority is derived from the absolute fear he instills. His most infamous and defining ability is his sheer capacity for brutality, most notoriously depicted in an early scene where he anally rapes a young boy to death, an act that has gained significant notoriety for its extreme graphic nature.
