Tap Oceano is a sixteen-year-old Earth Federation Military trainee of African-American descent originating from New York City. After graduating from an American training academy, he transfers to an astronaut academy on the space colony Alucard. When Giganos attacks Alucard, Tap, alongside friends Kaine Wakaba and Light Newman, becomes embroiled in the conflict against the United Lunar Empire. During the assault, the trio stumbles upon three prototype Metal Armor units named Dragonars and receives activation disks from a dying Giganos spy. Tap specifically pilots the unit designated Dragonar-2.

His personality presents as cheerful and laid-back, frequently maintaining composure in high-pressure situations where his friends exhibit visible distress. This demeanor offers occasional comic relief but shifts to seriousness when circumstances demand decisive action. His family continues to reside in New York City, which remains under Earth Federation occupation throughout the war. Relationships are primarily defined through his camaraderie with Kaine and Light, forged during rigorous military training and solidified by their shared duty as Dragonar pilots.
