Description
Yuuwa Tokui, commonly referred to as the Minister, is a corrupt high-ranking government official in the anime Ajin. He serves as the Japanese Minister of Health, Labour and Welfare, overseeing the nation's policies regarding the Ajin population and acting as the direct superior of Yuu Tosaki, the head of the Ajin Management Bureau. The Minister is a calculating and self-serving figure, more concerned with maintaining political control and public perception than with ethical treatment of Ajin. He is willing to manipulate the system and pressure his subordinates to achieve his goals, often disregarding the human cost of his decisions. His primary motivation is preserving his own power and authority, and he treats the Ajin as a resource to be managed or a threat to be contained rather than as individuals with rights. In the story, he functions as an obstacle for both the protagonists and the antagonist, representing the bureaucratic corruption that enables the cruel experimentation and persecution of Ajin. His relationship with Tosaki is one of mutual reliance and tension: Tosaki needs the Minister's backing to access resources, while the Minister uses Tosaki's competence as a buffer against scandal. The Minister does not directly engage in combat or possess any supernatural abilities; his influence stems entirely from his political position. He remains a static character throughout the narrative, consistently prioritizing his own interests and exhibiting no significant growth or change.
