Tapp Oceano, one of the narrative's three primary protagonists, is a civilian from New York City of African-American descent living on the Alucard colony. He graduated from an American training academy before transferring to Alucard's astronaut academy.

Tapp maintains a consistently cheerful and laid-back demeanor, even during crises that rattle his friends Kaine Wakaba and Light Newman, making him a source of levity. Despite this relaxed nature, he can become serious when decisive action is required.

When Giganos forces attack the colony, Tapp flees with Kaine and Light, commandeering a vehicle. They encounter Schmark, mortally wounded and mistaking them for Giganos operatives. Before dying, Schmark gives them disks meant for weapon activation. Pursuing Giganos bikers destroy their vehicle, forcing the trio to proceed on foot. This path leads them to discover three advanced robotic units, the Dragonars.

Tapp pilots Dragonar-2. His family remains in New York under Alliance occupation. As a Dragonar pilot, he fights in numerous battles against Giganos. While his core traits of optimism and adaptability endure, combat demands his evolution from civilian to committed warrior. His growing competence and reliability as a pilot mark his development.
