Description
Kenichi Mikuriya is a character from the film Death Note Light up the NEW world, where he serves as one of the new owners of a Death Note. Occupying the position of a high-ranking judge, Mikuriya holds a deep-seated opposition to the ideology of Kira, the original mass murderer who used a Death Note to kill criminals. Despite this anti-Kira stance, his methods become paradoxically similar to those he condemns. He is described as a stern and short-tempered individual who displays contempt for outspoken supporters of Kira, looking down on those who advocate for the former vigilante’s brand of justice.

Motivated by what he sees as the slow and ineffective progress of the legal system, Mikuriya decides to take justice into his own hands. He begins using his Death Note to murder vocal Kira supporters, believing that a more sophisticated form of arbitration is necessary where the courtroom fails. His targets include individuals who publicly clamor for Kira's return, and his actions include killing Haruna Kiyokawa, a newscaster who had openly supported Kira ten years prior. Before her death, Mikuriya forces her to deliver a message to Kira, declaring that he cannot have the Death Notes.

In the story, Mikuriya is tracked down by Yuki Shien, a Death Note task force member posing as a mail courier. Shien enters Mikuriya's office and hands him a package addressed to Justice Mikuriya, Death Note Holder. Inside, Mikuriya finds a page from a Death Note on which his own suicide has been written. Enraged, he tears the page apart and throws the pieces back at Shien. However, the instructions written in the Death Note subsequently take effect. Compelled by its power, Mikuriya calmly hands over his own Death Note to Shien, takes a knife, and leaves his office. As prescribed, he delivers a message intended for L's successor, stating that Kira has eliminated three Death Note holders and that it is now the fourth holder's turn, adding that humans cannot defy god. He then commits suicide by stabbing his own neck with the knife.

Regarding his notable abilities, Mikuriya demonstrates the capability to use a Death Note to kill others and manipulate their actions before death, as seen when he makes his victim deliver a specific message. The film itself does not reveal which Shinigami is attached to his Death Note, though this information is elaborated upon in a novel adaptation of the story.
