Description
Kasei Joshu serves as the Chief of the Public Safety Bureau, a position through which she acts as the primary humanoid interface for the Sibyl System in the physical world. Her true nature is that of an android, a manufactured shell controlled remotely by the collective of hive-mind brains that constitute the Sibyl System. Multiple identical copies of this android body exist, allowing the System to replace her instantly if one is damaged or destroyed.

In her physical appearance, Kasei presents as a slender woman with steely gray eyes and short gray hair, typically dressed in a professional manner with oblong wire-frame glasses and earrings. Her demeanor is consistently distant and cool towards colleagues, and she exhibits a personality that is secretive and mistrustful, sharing information strictly on a need-to-know basis. She is devoted entirely to her duties with no apparent personal life.

Within the story of Psycho-Pass Providence, Kasei holds a central administrative role. When the paramilitary group known as the Peacebreakers attacks a Ministry of Foreign Affairs vessel, she initially orders Inspector Akane Tsunemori to leave the investigation to another department. However, she later sanctions the creation of a joint task force between the Public Safety Bureau and the Foreign Affairs' Suppressing Action Department to retrieve the vital Stronskaya research papers before the Peacebreakers can obtain them. As the investigation progresses and the Sibyl System decides to make a political deal with the Peacebreakers, Kasei orders the investigation to be shut down. Her most significant act in the film occurs at its climax: during her own inauguration ceremony for a senior role within the Ministry of Welfare, Inspector Akane Tsunemori shoots Chief Kasei.

The character’s key relationships are defined by her role as a direct agent of the Sibyl System. She shares a complex dynamic with Akane Tsunemori, who is one of the few individuals aware of Kasei's true identity as an android for the System. Inspector Mika Shimotsuki also knows this secret and maintains a calm, professional relationship with Kasei, built on loyalty to the System. The individual controlling the Kasei android at any given time can vary, and notable operators have included Kozaburo Toma and Misako Togane, which explains why Sakuya Togane once referred to Kasei as mother.

Kasei possesses several notable abilities due to her unique nature. As a representative of the Sibyl System, she has administrative privileges that can override the lethal judgment of a Dominator weapon. She is also equipped with a neural uplink in her nape, allowing her to connect directly to a port in her office chair for real-time data synchronization with the Sibyl System's collective consciousness. While her android body has some tolerance for energy-based attacks, its physical durability is limited, as shown when an individual was able to break its limbs with bare hands.
