Description
Gonzo Kuroiwa, commonly referred to as Mayor Kuroiwa, is a central antagonist in FLCL: Grunge. He serves as the mayor of the decaying town of Okura, a setting defined by a failing economy, a dwindling population, and the looming presence of a Medical Mechanica plant that slowly destroys the planet's atmosphere. Kuroiwa is a corrupt and self-serving politician who uses his authority to consolidate power, primarily through alliances with organized crime. He maintains close ties with a yakuza group that functions as his personal enforcer force, and he employs the local police as an extension of his will, effectively turning the town into a personal fiefdom.

Kuroiwa's personality is marked by arrogance, opportunism, and a sense of entitlement. He is comfortable flaunting his status, often dining at Miyabi Sushi, which he claims is his favorite restaurant, and he treats those around him as disposable assets. His primary motivation appears to be maintaining control over Okura and securing his own escape from the dying planet. He possesses interstellar shuttle tickets, intended for his own departure, which underscores his willingness to abandon the town he governs when it no longer serves him.

In the story, Kuroiwa's role is that of a local obstacle and unwitting pawn in the larger schemes of Haruko Haruhara. He introduces her to the town as his mistress, unaware that she is manipulating him to gain access to the Medical Mechanica plant and the powerful being Atomsk. He facilitates a meeting between Haruko and a high-ranking robot official from Medical Mechanica, during which Haruko infects the robot with a virus that triggers the plant's activation. When Kuroiwa later discovers Haruko's betrayal and attempts to confront her, his forces—both police and yakuza—clash with a rival yakuza clan, sparking a full-scale mob war that serves as a diversion for Haruko's true goals.

Key relationships include his association with Haruko, who uses him as a cover; his alliance with the yakuza, who do his dirty work; and his antagonistic stance toward the young protagonists Shinpachi, Shonari, and Orinoko. He has no meaningful personal connections; even his relationship with Haruko is transactional and one-sided. His development is minimal: he remains a static figure whose authority is ultimately stripped away when he is killed by Shonari with a katana while attempting to execute Shinpachi. His death occurs during the chaos of the mob war, and his role in the narrative ends there.

Notable abilities are limited to his political and criminal leverage. He commands a network of armed enforcers and has the resources to coordinate large-scale violence, but he possesses no supernatural powers or combat skills. His influence is purely institutional, making him a terrestrial counterpart to the cosmic threats that define the series. Mayor Kuroiwa embodies the corrupt, decaying leadership of a world that has abandoned hope, and his downfall is a direct consequence of his own shortsighted greed.
