His full name is Koichi Zenigata, and he is canonically a descendant of the famous fictional Edo-era detective Zenigata Heiji, a heritage that informs his strong sense of justice and dedication to police work.

Zenigata began his career as an inspector with the Tokyo Metropolitan Police Department. He first encountered Lupin while pursuing a case involving Fujiko Mine, a chase that eventually led him to New York. The encounter with the supremely confident and elusive thief fundamentally altered his life. He subsequently resigned from the Japanese police force and joined Interpol specifically for the purpose of bringing Lupin to justice. This singular goal became the defining obsession of his existence.

His personality is a complex blend of extremes. On one hand, he is an incredibly skilled and determined detective, capable of tracking Lupin across the globe and devising elaborate traps to catch him. He possesses sharp investigative instincts and a stubborn refusal to give up, often displaying superhuman resilience and endurance in the face of physical adversity. On the other hand, he is highly emotional and prone to outbursts of frustration, sorrow, or relief.
