The International Science Organization, or ISO, serves as the global governing body in the Gatchaman universe, and the term ISO Agent is not a formal rank but rather a descriptor for individuals who operate under its authority. The most prominent figure fulfilling this role is Anderson, who holds the position of Director of the ISO. Anderson is the highest-ranking official within this organization, which was formed by the world's leading nations to combat the terrorist organization Galactor. He is seen chairing meetings with international representatives, overseeing global defense initiatives such as the Mantle Plan, and managing the ISO's military assets, including the Red Impulse Squadron. Anderson is not merely an administrator, as he possesses significant scientific expertise, capable of understanding complex theories regarding nuclear power and neutron reactions. His dedication to his duties is so complete that he personally handles high-risk tasks, such as transporting the ultracomputer core aboard his specially equipped private jet, which features a secure compartment and an ejector seat with a radio for emergency communication.

Anderson presents a personality that is stern, protocol-driven, and deeply committed to the chain of command. He prioritizes rules and regulations, even during critical crises, expecting strict adherence to procedure from those under his jurisdiction. Despite his authority, his character is defined by a notable limitation: he does not have direct operational command over the Science Ninja Team. Anderson was initially unaware that Dr. Kozaburo Nambu had formed this elite, covert team. When he does learn of their existence and civilian identities, he cannot issue them orders. This authority remains solely with Dr. Nambu, whom Anderson respects and consults closely regarding scientific and tactical matters related to Galactor. Anderson’s primary motivation is the protection of Earth from global threats. Over time, he develops a strong respect for the abilities of the Science Ninja Team, frequently requesting their assistance in critical situations, even though he cannot command them.

The character of Anderson is fundamental to the story’s structure as the face of the ISO and the link between the covert Science Ninja Team and the wider political world. He serves as a high-level ally, providing resources, intelligence, and legitimacy to the fight against Galactor. Anderson is a key figure in the narrative progression of the series, particularly in the sequel Gatchaman II, where he supervises the development of specialized radar technology for the team. During a Galactor attack on the 1st Naval Command, he sustains critical injuries. This event leads to the introduction of his grandson, Sam. Anderson ultimately succumbs to these injuries off-screen between the events of Gatchaman II and Gatchaman Fighter. His death has a profound impact on the organization, resulting in Dr. Nambu being appointed as the new ISO Director. In the 1994 OVA series, Anderson retains his role as ISO Director, attending high-level strategic meetings and witnessing military decisions that directly impact the team, though his role is less central to the action.

While Anderson governs, Nambu creates and commands. Following Anderson’s death, Nambu ascends to the position of ISO Director himself during the events of Gatchaman Fighter.

Ken Washio, the leader of the Science Ninja Team designated G-1, also represents another perspective on an ISO operative. While not a standard agent, he is raised by Dr. Nambu under the ISO’s umbrella and fights directly as a field operative against Galactor. Ken aspires to become an ISO officer after his missions conclude, indicating a desire to transition from a covert operative to a formal role within the organization’s structure. His pragmatic and frugal personality is shaped by his training and his dual life as an aircraft test pilot. Unlike the director, Ken possesses a vast array of combat abilities, including mastery of multiple martial arts such as judo and kendo, expert piloting skills, and the use of signature weaponry like the rocket-enhanced Birdrang boomerang. His journey, which includes learning that his thought-dead father was actually the commander of the Red Impulse squadron, reflects the intense personal sacrifices made by those who fight under the ISO’s banner.
