Description
Neruo Higurashi is a supporting character in the manga and anime series Kochira Katsushika-ku Kamearikouen-mae Hashutsujo. He is a patrol officer assigned to the Kouen-mae police box. His most defining trait is his extreme sleeping habit: he is almost permanently asleep and only wakes up for a single day once every four years, coinciding with the occurrence of the Summer Olympics. This quirk is so central to his character that it defines nearly every aspect of his existence within the story.

His background is one of an ordinary police officer, but his extraordinary sleeping condition renders him unable to perform typical police duties. He possesses telekinetic abilities, which are useful during the rare instances he is awake and able to participate in investigations, but his limited conscious time means these powers are seldom seen. His personality is not explored in depth because he is unconscious for the vast majority of the series, making him a one-note gag character whose comedy stems entirely from the absurd contrast between his job as a patrol officer and his perpetual sleep.

His motivation is not elaborated on, as his condition seems involuntary and unchanging. He does not express personal goals or desires within the narrative. His role in the story is minimal; he exists as a running joke and a curiosity within the larger cast of eccentric police officers. He has no meaningful relationships with other characters, as he never interacts with them while awake for any sustained period. The other officers are aware of his condition but treat it as a bizarre fact of life at the station rather than something they engage with.

There is no notable development or character arc. He remains the same from his introduction through the end of the series, always sleeping and only appearing conscious during the Olympic-themed episodes. His most notable ability is his telekinesis, which helps solve a case during his brief awake time, but his primary ability is the extreme sleep that defines him. He is a passive figure whose presence underscores the series' willingness to include absurd, non-functional characters purely for comedic effect.
