Arata Shindo is an Inspector for Division 1 of the Public Safety Bureau's Criminal Investigation Department, introduced as a main protagonist in the third season. He stands shorter than average with a fit build, messy brown hair, and distinctive golden eyes. He typically wears a black suit and tie, often adding the standard CID jacket or a green coat at crime scenes, and casually dresses in an orange t-shirt and grey shorts. His personality is bright and self-assured, though he can come across as slightly goofy or aloof, which masks a sharp intelligence and serious dedication. He deliberately maintains a cheerful demeanor to keep others from worrying. Shindo believes the Sibyl System is not absolute and that human judgment must always come into play before resorting to lethal force, often seeking non-lethal alternatives with his Dominator. His past is marked by tragedy: his mother, Seiko Shindo, died from euthanasia in 2106 after a long illness, and his father, Atsushi Shindo, committed suicide in 2118. These events are tied to a case that also claimed the life of his childhood friend’s brother, a shared trauma that drives his search for the truth. A notable quirk is his inability to sleep anywhere except inside his own car, a result of a past case. Shindo possesses an A-class profiler rating and a unique empathic ability called a Mental Trace, which lets him cross mental boundaries to reconstruct another person’s thoughts, memories, and actions. This skill leaves him physically and mentally vulnerable, requiring a partner to act as a rope to pull him back to reality. That partner is his childhood friend, Kei Mikhail Ignatov, whose combat skills complement Shindo’s analytical profiling. Shindo is also trained in parkour. He holds the historic distinction of being the first Inspector in the PSB acknowledged as criminally asymptomatic by the Sibyl System. Throughout his work, he is assigned to protect Karina Komiya, the Governor of Tokyo, and investigates the criminal organization Bifrost. He eventually recovers lost memories revealing that his father is a component of the Sibyl System and had his son’s memories sealed. Despite these revelations, Shindo resolves to continue his duties as an Inspector.
