Description
Kuu Ragua Lee is a clone of scientist Lee Kuwabara, who performed unethical genetic experiments at Kasuga Lab in Shizuoka, Japan, during 1983. Kuwabara's goal was artificial creation of psychic abilities, inadvertently triggering biopollution—a phenomenon causing artificial evolution driven by genes. This event granted some humans telekinetic and other powers. Kuu Ragua Lee emerged from this lineage, sharing his genetic source with another clone, "old Lee," a supermarket security guard who secretly watches protagonists Kei and Ai.

As leader of the secret society "Fraud," Kuu Ragua Lee commands para-psionic operatives called Headmeters and manages "Floor 1983," a cylindrical world frozen in 1983. He initially believes he belongs to a governing class overseeing humans in this static timeline. Physically, he is a brawny, skinheaded man wearing a metallic electronic device covering his eyes, mouth, and forehead. He possesses Level 100 Headmeter abilities, granting advanced psychic powers including mind reading.

Lee's authority within "Floor 2183," where Fraud serves as the highest consultative body, faces opposition from his primary rival, Lai Lou Chin. Lai Lou Chin, the chief delegate, resides in a capsule-filled android body to shield his mind from Lee's telepathy. Supported by subordinates Miss A and Mr. J, Lee deploys agents like the Tuned-men Yi and Lyan to pursue targets Kei and Ai. Ai is a priority as a legendary "Trigger" capable of amplifying others' latent psychic abilities.

Lee's worldview shatters upon discovering he is not a true overseer but a captive managed by higher-ranking "inspectors." This revelation drives him to challenge these superiors. His experiments culminate in "Genetic Alloy," a DNA-devouring entity embodying biopollution. Genetic Alloy can possess hosts like Ai's cat, humans such as Akemi Yoshioka, or even Lai Lou Chin's android body, manipulating their actions while amplifying latent abilities. It seeks to absorb unique genes, aiming to replace humanity with a gene-only existence.

In the climax, Lee confronts Genetic Alloy and the protagonists. Ai's emotional bond with Kei amplifies Kei's powers infinitely, forcing Genetic Alloy into self-cannibalization. Despite this victory, Lee and his associates face an ambiguous fate, disappearing sequentially. The narrative concludes in a time loop, resetting events to the initial chase sequence.
