Koichi Azusawa is a former Public Safety Bureau Enforcer who becomes an Inspector for the clandestine organization Bifrost. He is also the owner of a café, which serves as a front for his activities. Azusawa is a nihilistic and elusive individual, known for using elaborate schemes and employing individuals known as foxes to carry out his plans. His primary method of maintaining a clear Psycho-Pass is to create situations where people die or survive based on their own choices, thus avoiding direct responsibility for their deaths. His ultimate ambition is to become a congressman, and he later seeks to integrate himself into the Sybil System itself after learning its true nature. However, because he is not asymptomatic, the system rejects him. In his role as the main antagonist of Psycho-Pass 3 and its concluding film First Inspector, Azusawa orchestrates key events such as the murder of Asahi Rick Fellows, which sets the story in motion, and a direct assault on the Public Safety Bureau tower. He closely monitors the actions of Inspectors Arata Shindo and Kei Mikhail Ignatov, running background checks with his assistant Chiyo Obata. His past includes a defeat at the hands of Atsushi Shindo, Arata's father. Azusawa's development culminates in a confrontation where he resists arrest, attempting to make his own hue deteriorate so that the Dominator would kill him, but he is ultimately subdued and imprisoned.
