His journey to this role began in Buenos Aires, where he was a childhood friend of fellow cadets Johnny Rico, Carmen Ibanez, and Dizzy Flores. From a young age, he demonstrated exceptional psychic aptitude, participating in a Federal study on psychic abilities, which steered him away from standard infantry service and toward a career as a military scientist.

By the time of the events on Mars, Jenkins has fully embraced his role as a strategic thinker whose loyalty to humanity and the Federation is often pursued through morally ambiguous and secretive means. While he retains a deep-seated loyalty to his old friends, his personality has evolved into one that is calculating, secretive, and somewhat callous. This shift has strained his relationship with Johnny Rico and Carmen Ibanez, as he frequently manipulates situations and withholds information, believing that the ends justify the means.
