Monaghan Bakharo serves as the Foreign Minister of the Republic of Zeon during the events of Mobile Suit Gundam Narrative. He is the son of Darcia Bakharo, who was the Prime Minister of the Principality of Zeon during the One Year War and later the Republic, and a portrait of his father hangs in his room as a constant reminder of the legacy he seeks to uphold. Monaghan is a deeply ambitious and cunning political operator, driven by a desire to prevent the Republic of Zeon from being dissolved into the Earth Federation in the year UC 0100. His strategic thinking and willingness to operate in the shadows have earned him a reputation as a mastermind. He maintains secret ties to Neo Zeon without the knowledge of Mineva Lao Zabi, the figurehead princess of Zeon, and orchestrates his own plans to revive Zeon in secret from her. To further his goals, he implants the memories of Char Aznable into a Cyber Newtype, creating Full Frontal, the leader of the Third Neo Zeon movement known as the Sleeves, a calculated risk aimed at preserving Zeon's autonomy. In the film, Monaghan secretly directs a Zeon unit through his operative Ellic Hugo to capture the RX-0 Unicorn Gundam 03 Phenex, the same objective pursued by the Earth Federation and the corporation Luio and Company. He also forms a unit led by the unstable Cyber Newtype Zoltan Akkanen, further solidifying his position as a key player in the background. When a disastrous battle within a colony threatens to expose his involvement, Monaghan instructs Ellic to flee her ship so that he can blame the event on rogue Sleeves remnants and have the Federation destroy the rest of the force, a cold calculation that ultimately leads to Ellic being murdered by Zoltan. Mineva directly calls out Monaghan's ambitions, though she cannot intervene directly. Monaghan's ability to manipulate and deceive is showcased through his interactions with his subordinates, and his presence in the story is that of a shadowy political architect whose actions set the stage for the conflict, although his schemes unravel as events spiral beyond his control.
