The Great Leader of Shocker is the mysterious and supreme ruler of the criminal organization Shocker, appearing as the main antagonist of the film OOO, Den-O, All Riders: Let's Go Kamen Riders. This version of the character exists within an alternate timeline created by temporal interference. His background is deeply tied to the core ambitions of Shocker, as his ultimate goal is world conquest and the subjugation of all humanity. In the story, his role is that of the primary antagonist and the architect of the film's central conflict. The plot is set in motion when his subordinate, General Black, discovers a Cell Medal dropped by the Greeed Ankh during a skirmish in the 1970s. The Great Leader combines this medal with the Shocker Medal, a powerful artifact tied to his organization, to create Shocker Greeed, an immensely powerful new monster. With this creation, the Great Leader orchestrates a pivotal event: Shocker Greeed defeats the original Kamen Riders, Takeshi Hongo and Hayato Ichimonji. This victory creates a time paradox, fundamentally altering the timeline and establishing a dystopian future where Shocker has conquered the world. In this new reality, the Great Leader successfully brainwashes Hongo and Ichimonji into becoming his elite soldiers, and his organization has absorbed other future evil groups like the Delza Army and the Crisis Empire, making him the ruler of a consolidated global empire of evil.

Key relationships define his position. He commands the loyalty of numerous Shocker officers, most notably General Black, who faithfully serves him. His primary opposition comes from the collective force of the Kamen Riders, including Eiji Hino as Kamen Rider OOO, Momotaros as Kamen Rider Den-O, and the brainwashed but secretly resistant Double Riders. The relationship with the original Kamen Riders is particularly significant; he believes he has broken them to his will, but their eventual betrayal proves to be a critical miscalculation. The character does not undergo personal development, but his plans unfold in stages. The narrative follows his arc from a successful revision of history and the establishment of Shocker's reign to the gradual unraveling of his victory. A crucial development is the revelation that Kamen Riders 1 and 2 have been feigning their brainwashing, waiting for the right moment to strike back against him and his empire.

The Great Leader possesses a range of notable abilities that make him a formidable foe. In his standard form, he wears a red-hooded cloak, and his face is a nest of living snakes that he can control. From the mouths of these snakes, he can launch powerful fireballs to attack his enemies from a distance. After being initially confronted by the Riders, a more devastating form is unleashed. When Kamen Rider OOO destroys his body with the Tamashii Bomber attack, the Great Leader transforms into his true form: the Great Leader Colossus, also known as the Rock Great Leader. This is a gargantuan, mountain-like golem of living rock of colossal size. In this form, he is immensely powerful, able to throw massive fireballs and cause earthquakes, and he survives the combined attacks of the main Riders until a coordinated assault from nearly every Kamen Rider leads to his final destruction.
