Nokko is a girl living in the altered version of 1971, a timeline in which the evil organization Shocker has taken control of Japan and rewritten the history of the Kamen Riders. She serves as a member of the Kamen Rider Scouts, a group of young allies who support the heroes in their resistance against Shocker. Her role in the story begins when she discovers a Cell Medal that was accidentally dropped during a time-travel incident involving Kotaro Nogami, Eiji Hino, and their allies. Mistaking the DenLiner crew for Shocker agents, she alerts the other Scouts to their presence, inadvertently setting off a chain of events that leads to the medal falling into the hands of General Black. Despite this, Nokko remains loyal to the cause of justice and works alongside her fellow Scouts to aid the Kamen Riders in their mission to restore the proper timeline.

Nokko is characterized by her vigilance and sense of duty, acting quickly when she perceives a threat to her world. This relationship deepens as the story progresses, and by the film's conclusion, it is revealed that an older Naoki remained in the past, married Nokko, and became the father of Mitsuru, one of the young boys who had traveled through time earlier. This connection ties Nokko directly to the heart of the story's resolution, showing that her role extends beyond that of a background supporter and into the fabric of the restored timeline itself. She does not possess any superhuman abilities or combat skills, but her contribution lies in her willingness to help the Riders and her eventual role in preserving the future through her family line.
