Lilicia Toudou is a supporting character in Student Council's Discretion Lv. 2. She serves as the president of the Hekiyou Academy Journalism Club and placed fifth in the school's popularity poll, narrowly missing out on a seat in the Student Council. Her background includes a strong commitment to journalism; she has won an award for her work and is known to put in extensive effort, such as staying up all night to write an article and single-handedly editing a piece.
