Honey Kisaragi is an android who was created by the scientist Dr. Koshiro Kisaragi. She was built from scratch using a completed version of a device called the Airborne Element Fixing Device, also known as the Honey System, after two prior android prototypes based on real girls with his deceased daughter's birth date and blood type ended in failure. Before Honey could be activated and meet her father, he was killed by one of those earlier prototypes, an android named Sister Miki. As a result, Honey awoke alone and remained at her father's home for a time before deciding to go out into the world on her own.

In this live-action incarnation, Honey possesses a personality that is notably more naive and empty-headed than previous versions of the character. While she has above average intelligence, she lacks a basic understanding of many social conventions and has a perpetually cheerful and optimistic disposition. This innocent and friendly nature makes her warm and likable, and she approaches almost everyone with genuine kindness, including those who are cold towards her. Her programming, designed by her father to love everyone, combined with a complete lack of life experience, makes her very easy to manipulate, a trait that causes concern for her friends. Despite facing danger, misfortune, or even near-death situations, Honey is rarely bothered and maintains her cheerful attitude. The only exceptions are when she experiences severe social rejection, such as after her status as an android is revealed to her classmates, or when she feels entirely excluded from society. During these moments of depression, it is the support of her true friends that helps her recover.

Honey's primary motivation is to fight the evil organization Panther Claw, which she believes is connected to her father's death. She uses her powers to protect others and stop Panther Claw from exploiting innocent people and trying to obtain her Honey System for their own profit. As the story progresses, her motivations evolve beyond simple vengeance; she seeks to form bonds and work together with the other androids like her, Miki Saotome and Yuki Kenmochi, even when their clashing personalities make this difficult.

In the story of Cutie Honey The Live, Honey Kisaragi is the central protagonist and a student at Shirobara Academy. She lives in the school's dormitory where her roommate, Natsuko Aki, becomes her close friend. Another key relationship is with Seiji Hayami, a reporter connected to the homeless association who helps her by creating a device to drain excess energy from her Honey System when it goes out of control. Honey's relationship with Miki Saotome is complex; Miki is cold and distant, revealed to be the android who killed their father, but Honey persistently tries to befriend her and get her to work as a team. Similarly, she develops a bond with Yuki Kenmochi, another android prototype, who develops obsessive romantic feelings for her. Honey also forms a blind crush on Giza, a personality of the Panther Claw member Yuji Nakajo, which inadvertently gives him a fourth personality named Hikaru who becomes a significant threat.

Throughout the series, Honey undergoes significant development. She begins as a sheltered, naive android with little life experience. Initially, her fighting style as Cutie Honey is clumsy, but she grows more skilled over time. After discovering that Miki and Yuki can also transform, she actively attempts to unite the three "sisters" against Panther Claw. Her journey includes moments of great sacrifice, such as willingly offering her life to Yuki and allowing herself to be decapitated on the condition that Yuki take care of Miki. After being revived and empowered by the Honey Systems of Miki and Yuki, she ultimately absorbs their powers, and it is implied that they live on within her as she gains the ability to use their fighting techniques. By the end of the story, she evolves from an android seeking justice for her father into a more complete and powerful warrior, continuing to fight Panther Claw as the Warrior of Love, Cutie Honey.

As Cutie Honey, Honey possesses a number of notable abilities granted by the Honey System in her body. She can transform by tapping her heart necklace and saying Honey Flash, changing her outfit from her civilian clothes into her battle form or any other disguise she needs. The system allows her to create objects out of thin air, such as her primary weapon, a rapier called the Silver Fleurette. The reverse is also true, as she can disintegrate objects she touches, which she often uses as a finishing move. In her Cutie Honey form, she possesses superhuman intelligence, strength, and a high-speed healing factor that allows her to recover from most wounds, though this does not function if her Honey System is removed. She has several specialized transformations, including Hurricane Honey, a motorcyclist form for transportation; Bosou Honey, a dangerous berserker form that occurs when excess energy builds up in her system, causing her to lose control and emit a high fever that evaporates anything near her; and Rumble Honey, a blue-enhanced form she gains after receiving power from Miki.
