Hiromi Tanaka is a character from the live-action television series Cutie Honey The Live. Publicly, she presents herself as a mild-mannered and unassuming housewife who runs a small fish shop in a quiet shopping district, where she often berates her husband for slacking off while looking out for her son and their business. In reality, she is secretly one of the four primary bosses of the criminal organization Panther Claw, serving as a political head who rules over her district with an iron fist.

On the surface, Hiromi appears to be a typical, middle-aged woman who sometimes laments that she is not as young as she used to be. However, her true personality is defined by a pathological obsession with making money, revealing her to be a greedy, ruthless, and murderous individual who will employ any dirty trick to acquire wealth. She is a keen manipulator, able to control an entire shopping district through intimidation, fear, and by exploiting the desires and weaknesses of others. She establishes ridiculous taxes, laws, and fines to collect money, embodying the worst aspects of Panther Claw with her murderous and looting tendencies. Among the other Panther Claw executives, Hiromi is perhaps the most passionate and successful in her drive to obtain the Honey System.

Hiromi's primary motivation is her overwhelming greed and her desire to get her hands on the Honey System. She first encounters Cutie Honey when Honey comes to her shopping district looking for work. Hiromi employs Honey to advertise her shop and later uncovers the true purpose of a neighborhood committee, which is to steal money from the district. After a confrontation with Cutie Honey, Hiromi is overpowered but takes a great interest in capturing Honey and acquiring her power. She later forms partnerships with other villains to capture Honey, especially after Honey transforms into a new form called Boso Honey. At one point, Hiromi manages to take control of the villains' plan by stealing girls and integrating the Honey System into Sister Yuki, then brainwashing Yuki to become her loyal servant, Sister Yuki Snow White.

Hiromi has key relationships with her family and her subordinates. Her husband, Sakunosuke Tanaka, helps with her schemes and is a proficient martial artist, though his back frequently gives out, and the two are often seen driving a truck in their attempts to capture Honey. She also looks out for her son, Kenta, in her public persona. In her capacity as a Panther Claw boss, she wields significant control over the inhabitants of her shopping district and forms temporary, opportunistic alliances with other villains like Nakajo and Watari to achieve her goals.

Throughout the story, Hiromi appears to be one of the more successful Panther Claw leaders in her efforts to control the Honey System. Her development culminates when she loses control of Yuki after destroying a backup limiter, assuming Yuki was broken. However, the liberated Yuki turns on her, using the Honey Flash technique to penetrate Hiromi with a chakram. As she is dying, Hiromi tells her husband and son to take care of the rest before her body dissolves into molecules, leaving behind a starfish and various fishes.

Hiromi possesses several notable abilities that make her a formidable antagonist. She is a skilled manipulator and is competent with high-tech machines, able to guide combatants and create charms that allow her to completely control individuals like Sister Yuki. In battle, her unconventional arsenal consists of various frozen sea creatures from her fish shop. She uses exploding starfish that she throws like shurikens, a large frozen fish she wields like a sword, flounder as shields, and an octopus that can release ink as a smoke screen. She also provides her husband with a staff made of a pair of eels. For emergencies, Hiromi has a powerful rocket launcher installed within her stomach that can launch missiles. Her main weakness, however, is her age, which gives her less stamina than younger opponents, and her frozen weapons lose their effectiveness once they thaw.
