Description
Kurokawa ascends from chief of vigilantism to governor of Imihama Prefecture, commanding bunny-masked enforcers to impose a tyrannical regime. His signature revolver discharges rust-coated bullets that inflict a fatal pandemic called the Rust, ravaging the post-apocalyptic world. He disseminates fabricated accusations against Mushroom Keepers as the outbreak’s cause, obscuring its true genesis: the cataclysm unleashed by the colossal Tetsujin robot, whose destruction of Tokyo released Rust-laden storms.

A calculating manipulator, Kurokawa kidnaps pivotal figures to extract a cure, which he then monopolizes for profit. While peddling salvation, he covertly reactivates the dormant Tetsujin to intensify the Rust’s spread, intertwining his quest for dominance with the region’s economic and political enslavement.

Fragmented glimpses of Kurokawa’s past imply a legacy of vengeance forged through personal ruin. His merciless pragmatism culminates in merging with the Tetsujin’s core, attempting to annihilate Imihama by triggering its self-destruct sequence. Victorious protagonists ultimately destroy his mechanized remains, exposed within the robot’s fractured skull.
