Description
Igaya serves as the primary antagonist and the secretive chairman of the educational project at the center of the series. His background is rooted in the operation of a virtual replica of Shibuya, a simulated environment designed under the guise of an educational program for troubled fifteen-year-olds. In reality, this system forces the teenagers into violent street gang conflicts under the belief that they are fighting in a turf war, leading them to harm and even kill one another. The program was originally created by a Professor Ootomo, but Igaya is presented as a co-operator and manager of the system, later assuming full control and perverting its original purpose.
