Description
Koichi Todome is a central figure in the Stray Dog story. He was an elite officer in the Special Armed Garrison, a paramilitary police unit known as Kerberos, where he earned the alias Red Devil. He was a leader during the Kerberos Uprising, the event in which the unit refused the government's order to disarm and was subsequently besieged by the Japan Ground Self-Defense Force. During the final assault on the compound, Todome was witnessed by his fellow member Inui fleeing the country by helicopter, leaving his men to their fate. This act of desertion defines his complicated legacy. Following the uprising, he went into exile in Taiwan, where he lived a quiet, isolated life as a rural fisherman. He briefly shared this existence with a local Taiwanese girl named Tang Mie before leaving her as well, suggesting a man unable to form lasting connections. Three years later, Inui is released from prison and begins searching for Todome, not solely for revenge but for answers about his commander's flight. The Japanese Public Security Division also tracks Todome, suspecting he intends to revive Kerberos abroad. When Inui finally discovers him in Taiwan, Todome has maintained a low profile but has carefully preserved his Kerberos Protect Gear, a nearly bulletproof powered exoskeleton, and an MG 42 machine gun, the last known remaining equipment from the unit. The two men clash in a brief but decisive fight, after which Todome relinquishes his gear to Inui. This equipment becomes the key to Inui's own final battle. Following Inui's death, Todome chooses to leave Taiwan and return to Tokyo, reengaging with the world and the past he had once abandoned. Throughout the story, Todome is defined by his ambiguous motivations. He is a haunted individual whose past choices ripple outward, shaping the fates of those around him and ultimately driving his own hesitant decision to face what he left behind.
