In the year 2563, long after a catastrophic conflict known as the Fall, the residents of Iron City live in the shadow of the floating metropolis of Zalem. Iron City itself is a heavily populated, dystopian settlement where survival is a daily struggle. The populace is a mix of flesh-and-blood humans and cyborgs, individuals with varying degrees of technological augmentation. For many, life is defined by the hardscrabble reality of existing beneath the privileged elite in the sky, and a common dream among the downtrodden is to one day earn a place in Zalem, the realm of the wealthy.

The personality of a typical Iron City resident is forged by the harsh environment. It is a place where trust is a rare commodity, and the citizens are often warned to be wary of everyone. The general attitude is one of cynical self-preservation, born from living in a weak-strong world where danger is ever-present. This is starkly illustrated in a scene at a local bar where the clientele, including professional bounty hunters known as Hunter-Warriors, refuse to help Alita fight a powerful enemy, demonstrating a deep-seated apathy and a reluctance to act without personal gain or a bounty. Among these residents are various individuals, including the Hunter-Warriors who serve as the city's enforcers by killing wanted criminals, and the players and fans who follow the brutal gladiatorial sport of Motorball.

The city operates under the authority of a figure named Vector, who manages Motorball and the Factory, the industrial hub connected to Zalem, and who represents the ruling power's influence on the ground.

There is a clear class division between the masses on the ground and the unseen rulers in Zalem, who pull strings from above. Within Iron City, a young man named Hugo serves as a guide to the city for the protagonist, Alita, and represents those who yearn for a better life, even if it means engaging in the black market trade of stolen cyborg parts. The Hunter-Warriors have a professional, often antagonistic relationship with the criminals they hunt, but their code of honor is frequently secondary to their desire for profit. A notable moment of unexpected humanity comes from a small dog that bravely defends Alita, highlighting that true moral character can be found in the most unlikely places within the city's populace.

While individual residents do not undergo significant development as a collective, the story of Iron City's people is one of imposed stagnation in a society that offers little hope for advancement.
