Kikuo Katō is a minor character in the 1987 live-action film Sukeban Deka: The Movie. He is the brother of Megumi Katō and a friend of Kazuo Hagiwara, both of whom are students at Sankou Academy, a private school located on a remote island known as Hell's Castle. While Kazuo manages to escape from the academy, Kikuo fails to escape with him and remains a captive of the institution. During the protagonists' raid on Sankou Academy, it is discovered that Kikuo has been lobotomized by the school's evil headmaster, Hattori. This act of violence has a significant impact on his sister Megumi, who had initially betrayed the heroines in the hope of seeing her brother again. Upon discovering his true condition, she switches her allegiance to help the heroes. Due to his condition, Kikuo Katō does not exhibit a discernible personality, personal motivations, or notable abilities, nor does he undergo any meaningful development within the narrative. His primary role in the story is as a tragic figure and a motivating factor for the actions of his sister, Megumi.
