The character design is by Shizue Kaneko, known for her work on the series "Doraemon." Riria Ohno was cast as Totto-chan after an audition, with Hiroshi Yakusho playing the school principal, Oguri Shun as Totto-chan's father, and An as Totto-chan's mother. Karen Takizawa plays the teacher Oishi.
