"The Port in the Sky (Part 1)" begins with Atsushi and Kyoka's astonishment when they find the Agency's building unharmed. Kunikida, whose hands have healed, informs them that they are gathered for a final meeting within Poe's world. Kenji and Tanizaki return, and Fukuzawa convenes the assembly.

Fukuzawa outlines the threat posed by 16 transformed national militaries and the vampire army commanded by Bram, now controlled by Fukuchi through the Holy Sword. They express their fear, as no one can tell who has been transformed, leading to widespread distrust.

Ranpo deduces the enemy's desire for "One Order," a mind-control weapon. Simultaneously, at the British-French military base in Antarctica, authorization is granted to retrieve this heavily guarded weapon.

Fukuzawa explains how "One Order" was developed to control soldiers, comparing it to his own ability to influence his subordinates.

Meanwhile, Aya encounters Jono of the Hunting Dogs at the airport. Jono behaves threateningly toward her, but Fukuchi intervenes and treats Aya kindly. He then takes Jono aside, revealing himself as the mastermind behind the plot and urging Jono to join him, while exposing Jono's past ties to criminal organizations.

In an unexpected twist, Jono attempts to kill Fukuchi, claiming he enjoys protecting others. Fukuchi counters the attack, captures Jono, and learns that Jono left evidence with Aya, who observed everything and took a photo.

The episode ends with a thrilling chase as Aya narrowly escapes Fukuchi's repeated attempts to locate her hiding place.
