The White Clad, led by Haumea and Charon, are secretly planning to reshape the Tokyo Empire according to their vision. Meanwhile, Captain Akitaru Obi reports to the fire chief about the successes of Special Fire Force Company 8: the dismantling of the White Clad's experiments, the securing of Nataku Son (an Adolla Burst bearer), and the uncovering of a plan to destroy the Empire. Through these actions, the 8th Company strengthens its alliances with Asakusa and Haijima.

Suddenly, Obi is arrested by the Imperial Army—apparently with the involvement of the White Clad. The 8th Company decides to rescue him, even though this will brand them as traitors. Meanwhile, the White Clad confront Captain Leonard Burns in the Curia (the sanctuary of the Sol Cult) and reveal their goal: the transformation of the world into a "new sun" through the Adolla Burst. Burns, who is cooperating with the White Clad, has Obi captured to lure Shinra (the fourth "pillar") as the key to their plans.

The episode ends with the 8th Company's resolve to save Obi.
