The episode begins at the Mayhem internment camp, where the guards discover that a highly dangerous prisoner, Adonis, has gone missing. The National Security Bureau (NSB) is alerted and dispatched to the scene.

The NSB Director, Senior Executive Yamato, and the Deputy Director, Executive Yuki, discuss the importance of maintaining public order. Yamato enters the camp and learns that a girl named Doroka mimicked his voice to open the cells. It turns out that Adonis used the summoning incantation of the Scripture to call forth a giant robot named Gaine, which is set to destroy the city.

The city's residents are warned about the giant robot. The military attempts to stop it but fails. Adonis reflects on his past and his love for Chloe, his deceased witch mentor. He is determined to take revenge on humanity for what they did to him.

Meanwhile, Emperor Goethe and his queen discuss his declining health and their legacy in the imperial palace. Goethe firmly believes that the extermination of witches was the right step for the progress of humanity.

Back in the city, Doroka confronts Adonis and demands that he stop his rampage. She reveals to him that she is a witch and can bring Chloe back to life. Initially furious, Adonis eventually listens to her. Doroka convinces him that he is not alone and that there is a way to revive Chloe.
