While York—one of Vegapunk’s satellites—negotiates with the Five Elders to be appointed as a traitor to the World Nobles, Luffy uses her as leverage. He contacts the Five Elders and demands the withdrawal of the fleet to protect York’s life—a brazen provocation that puts the Marines in a bind.

Meanwhile, the Straw Hats and Vegapunk’s team plan their escape: The Vegaforce-01 is to transport the Thousand Sunny over the blockade, while Nami prepares the route to the giant land Elbaph. However, the deactivated Frontier Dome barrier could allow Marine attacks. Between the prisoners (including Rob Lucci) and the crew, there is tense coexistence.

Meanwhile, the conflict between Sentomaru (Vegapunk’s bodyguard) and Admiral Kizaru, who were once allies, escalates. Sentomaru mobilizes the Pacifista and Sea Beast weapons, while Kizaru uses his light powers.
