Ragna and Crimson arrive in the capital, which is bustling due to the influx of refugees. They have been tasked with confronting Ultimatia, the leader of the dragons. Crimson instructs Ragna to remain inconspicuous and avoid using names that might draw attention.

Ultimatia reveals herself as a merciful yet deadly figure. She offers Ragna the chance to join her bloodline and explains that mature dragons were once humans. She believes Ragna's survival is a sign from God and seeks to transform him into a dragon.

Ragna vehemently rejects Ultimatia's offer and expresses his hatred for her and the dragons, as they have killed people dear to him. Ultimatia tries to persuade him by explaining that joining her would free him from his hatred and despair.

In the capital, the royal army of Lese unveils a pile of slain dragons to boost the morale of the populace. They proclaim that they will protect the kingdom from the dragon threat. Ragna and Crimson realize it’s a trap.

Crimson meets with his subordinates, Golem and Chimera, to prepare for their operation against Ultimatia. He warns Ragna not to attack Ultimatia alone if their paths cross.

Ultimatia has a divine mission to destroy all that is not in God’s will and to realize all that is. She mourns the loss of some of her dragon subordinates and vows to bring the destruction of the kingdom as an offering for them.

The episode sets the stage for a confrontation between Ragna, Crimson, and Ultimatia.
