In Episode 54, the city is under siege by the Witch Cult. Garfiel and Mimi face off against two powerful enemies but quickly realize they are outmatched. Mimi suggests a tactical retreat, but during their escape, she is severely injured while protecting Garfiel, leaving him burdened with guilt and self-doubt.

At the same time, Reinhard attempts to join the city's defense but is intercepted by his father, Heinkel. Subaru and his companions discover that the Witch Cult is after the remnants of the Witch—powerful artifacts hidden within the city that, if disturbed, could trigger catastrophic destruction. Capella Emerada Lugunica, the Sin Archbishop of Lust, hacks into the city's communication system and delivers a terrifying ultimatum: she and other cult members have taken control of the Watergate Towers and will execute hostages if their demands are not met.

Determined to rescue the hostages and reclaim the city, Subaru, Julius, Crusch, Ricardo, Garfiel, and Wilhelm devise a rescue plan. Al sets out to find his own mistress, Priscilla, who has reduced her numbers. Along the way, they encounter Capella, who reveals her grotesque ability to regenerate after every injury, rendering conventional attacks useless. She mocks them before retreating deeper into the government building.

Garfiel and Ricardo decide to stay behind to hold off the initial enemies, allowing Subaru, Julius, and Crusch to advance further. Inside, they confront Roy Alphard, the Sin Archbishop of Gluttony. Subaru is particularly unsettled, as he remembers Gluttony's ability to devour memories and erase people from existence.

Emilia awakens in an unknown location and finds herself in the presence of Regulus, the Sin Archbishop of Greed.
