Emilia is being held captive by the Witch Cult and manages to send a message via Al to Subaru. In it, she reveals the locations of the Sin Archbishops: Regulus (Greed) in the third district and the Archbishop of Lust in the first district. Despite her precarious situation, Emilia remains optimistic and trusts that Subaru will save her.

Meanwhile, Subaru and his allies are working on a plan to inspire the inhabitants of the besieged city to resist the influence of the Witch Cult. The cult’s "Authority of Wrath" has spread fear and despair among the populace. To counter this, they decide to use a Metia—a transmission device—to send a message of hope. After intense deliberation, it is decided that Subaru should deliver this message, as he has previously triumphed over the cult and is seen as a symbol of resistance.

Subaru delivers a moving speech in which he openly addresses his own fears while urging people not to succumb to despair. He encourages the citizens to stand together, support one another, and believe that they can overcome the cult. His words reignite the courage and hope of the people—including Emilia, who hears Subaru’s voice and is strengthened by it.

After the broadcast, Subaru’s group prepares for the next steps to retake the city. Otto brings Reinhard, the master swordsman, into the fold.
