In a world where war no longer exists, people with superhuman abilities have emerged and taken on the role of heroes. Among them is a Japanese heroine named Shy, known for her extreme shyness. Shy, whose real name is Teru Momijiyama, is introduced in a hero show alongside another hero, Heartman. Despite her nervousness, she manages to greet the audience.

Teru faces a major challenge when an accident occurs on a roller coaster in Himawari Land, an amusement park. She saves people but learns that one of the victims, a 14-year-old girl named Iko Koishikawa, is seriously injured. Public opinion turns against her, questioning the efficiency and responsibility of heroes. Teru withdraws from her duties as a heroine, haunted by her perceived failure and the ensuing criticism.

A month after the incident, Teru is visited by Pepesha Andreanova, a Russian heroine. Pepesha encourages her to continue her heroic deeds, emphasizing that no hero can save everyone but should still do their best. Shortly after, a fire breaks out at Hotel T-1. Inspired by a young boy she previously saved, Teru decides to resume her role as Shy.

As the hotel burns, Shy rescues the trapped people. She has a moment of doubt when she finds an unconscious woman but quickly refocuses on providing medical assistance. Pepesha arrives to help, and together they bring the situation under control. After the rescue, Teru learns that the woman she saved has regained consciousness, reinforcing her belief in being a heroine.

Teru is taken to a space station, where she meets the Celestial Empress Unilord, who oversees Earth's heroes. Unilord tells her that the heroes serve a higher purpose: to protect the soul of the world from an impending, unspecified threat.

Back on Earth, Teru returns to school and discovers that her new classmate is Iko Koishikawa, the girl she couldn't save at the amusement park, who now walks on crutches. The two recognize each other, and a new chapter in Teru's life as Shy begins.
