The focus shifts to the Kingdom of Oriana and the Lawless City, a place where evil, wealth, and power converge. The Seven Shadows report a disturbing acceleration of money flowing into the Lawless City and the appearance of a red moon, which they believe could be an omen of catastrophic events.

In the Lawless City, the Crimson Tower rises—the fortress of the Blood Queen, one of the city's three rulers. Claire Kagenou and her brother Cid arrive. Claire intends to attend a strategy meeting of the Dark Knight Association, an organization of dark knights unaffiliated with any public institution. She also mentions her plan to exterminate the vampires in the city. Meanwhile, Cid encounters Mary, an old vampire hunter, who warns him of an impending frenzy triggered by the red moon. Ghouls attack people, and the city descends into chaos.

Meanwhile, various factions and powerholders—such as Yukime, the Spirit Fox, and Juggernaut the Tyrant—prepare for the coming events. What they don’t know is that Cid, as Shadow, is already in action. He roams the city, eliminating ghouls and hinting at his unchanged plan to become the "Eminence in Shadow."

At the end of the episode, the Seven Shadows discuss the situation and reveal that the red moon may awaken the Blood Queen and usher in a new era of darkness. The showdown at the Crimson Tower looms, where the fate of the Lawless City hangs in the balance.
