Episode 4 begins with Fable overpowering his target within six seconds, while Takeshi appears, points his weapon at Fable, and orders him to kill the target. Fable stuns another person nearby, takes their weapon, and confronts Takeshi. Fable then drops his weapon and mask, pleading to be allowed to live peacefully in the city.

Takeshi rejects Fable's request for a peaceful stay and ultimately kills the subdued man himself. Takeshi then decides that Fable must remain in Taihei for a year and instructs his ally Kuro to keep the events a secret.

At another time, Takahashi and Yoko sit in a bar, drinking and causing mischief. Back in a bar, Takeshi and Fable discuss removing the cameras from Fable's room. Fable expresses his decision not to remove the cameras from Yoko's room for security reasons.

The episode also follows Yoko and Takahashi's further interactions in the bar, culminating in Takahashi suffering from alcohol poisoning. Yoko decides to call a taxi home.

Meanwhile, Takeshi voices his lingering distrust of Fable but accepts his and Yoko's stay in Taihei. Fable mentions Yoko's suggestion of taking up a hobby.

Toward the end of the episode, Takeshi and Fable see Misaki, a woman working multiple jobs to pay off her family's debts. Takeshi wants to give Misaki flowers in the future and advises Fable not to get involved with her. The episode ends with Fable returning home and reflecting on Takeshi's advice to find a job.
