Tomonori Kogawa is a Japanese animator, character designer, and director born on January 3, 1950, in Engaru, Hokkaidō. He is recognized for his extensive work in the anime industry, particularly during the 1980s in collaboration with the noted studio Sunrise.

As an original creator, Kogawa is credited for the 1985 original video animation Greed. For this project, he served in multiple key creative roles, including original creator, director, screenplay writer, storyboard artist, character designer, and animation director. He also acted as the original creator for another original video animation, Cool Cool Bye, released in 1986, where he again took on the duties of director, scriptwriter, character designer, and animation director.

His career is defined by his work as a character designer and animation director on numerous prominent anime series and films. In the early 1980s, he served as character designer for Sunrise mecha series such as Space Runaway Ideon, Combat Mecha Xabungle, and Aura Battler Dunbine. For Dunbine, he also held the position of original creator. His other notable character design credits from this period include Super Dimension Cavalry Southern Cross and the film Odin: Photon Sailer Starlight.

Across his decades-long career, Kogawa has contributed to a wide range of titles in various capacities. His later work includes character design for Tekkaman Blade, credited under the pseudonym TOIIIO, and providing storyboards and animation direction for the long-running OVA series Legend of the Galactic Heroes. He has also been involved in more recent productions, serving as character designer and chief animation director for the 2018 television series You Don't Know Gunma Yet. His extensive filmography reflects a career defined by hands-on creative contributions, ranging from key animation to directorial roles, across numerous projects from the 1970s through to the 2010s.
