Phillip Wilburn is an American actor and voice artist known for his extensive work in the English dubs of anime series and films, particularly during the 1990s and 2000s. Wilburn is most recognized in the anime community for his long-standing role as Inspector Koichi Zenigata in the English language versions of the popular Lupin III franchise. He provided the voice for the determined Interpol inspector in numerous feature films and television specials.
