Phillip Wilburn is an American actor and voice artist known for his extensive work in the English dubs of anime series and films, particularly during the 1990s and 2000s. Born on July 6, 1969, in Sulphur Springs, Texas, he has built a career that spans voice acting for animation, live-action television, and sketch comedy.

Wilburn is most recognized in the anime community for his long-standing role as Inspector Koichi Zenigata in the English language versions of the popular Lupin III franchise. He provided the voice for the determined Interpol inspector in numerous feature films and television specials. His credits in this series include Lupin III: Dragon of Doom, Lupin III: Island of Assassins, Lupin III: Crisis in Tokyo, Lupin III: Farewell to Nostradamus, Lupin III: The Pursuit of Harimao's Treasure, Lupin III: The Columbus Files, Lupin III: Missed by a Dollar, and Lupin III: Voyage to Danger, among others. His portrayal of Zenigata became a defining role in his career, making him a familiar voice to fans of the series' English dubs.

Beyond his signature role, Wilburn contributed voices to several other major anime properties produced during the height of the anime boom in North America.
