Satoi Shibuya is a Japanese voice actor born on November 3 in Saitama Prefecture, Japan. He is affiliated with the Tokyo Actor's Consumer's Cooperative Society, also known as Haikyo. His path to the profession began with his passion for anime and games during his childhood, which inspired him to pursue a career in voice acting. He is a graduate of the 22nd class of the Sigma Seven Training School. Outside of acting, he holds a first-level certification in kendo and enjoys visiting hot springs in his free time.

Shibuya's career in the voice acting industry started after he completed his training. He initially joined the agency Sigma Seven e in April 2017. After several years, he became a freelance voice actor in 2023 before affiliating with Haikyo later that same year.

One of his most significant roles to date is as Chrom in the mixed-media project Technoroid. He voiced the character in both the 2022 mobile game Technoroid Unison Heart and its 2023 anime television series adaptation, Technoroid Overmind. This role is often cited as his debut as a main character.

His other anime credits include a variety of supporting roles. He has appeared in series such as NieR:Automata Ver1.1a as a member of the Resistance, Arknives as Ivan, and Sabikui Bisco as a newscaster. His filmography also includes minor roles in Wandering Witch: The Journey of Elaina, The Rising of the Shield Hero, and the film Tropical-Rouge! Precure: The Snow Princess and the Miraculous Ring!.

Beyond anime, Shibuya has lent his voice to numerous video games. In addition to his role in the Technoroid games, his game credits include Tsukihime: A Piece of Blue Glass Moon, Food Fantasy, and the mobile game Path to Nowhere as Cyrus. He has also performed voiceover work for a wide range of Japanese television programs, including narrations and voiceovers for news and variety shows like Matsuko Kaigi and Monday Late Show, as well as dramas such as 3年A組-今から皆さんは、人質です-.
