Tamara Burnham Mercer is an American voice actor known for her work in English dubs of Japanese anime series and original video animations, primarily during the 1990s. Her career is closely associated with Coastal Carolina Sound Studios, a now-defunct dubbing studio based in North Carolina, and she often worked under voice director Scott Houle.

Mercer provided voices for several English-dubbed OVAs from that era. In the 1995 mecha parody OVA Sailor Victory, she voiced the character Kiyomi Arai, a member of the titular superhero team. This role is one of her most documented performances. She is also credited as the English voice of Frill in the 1996 sci-fi OVA Advancer Tina. Additionally, she provided voices for the English adaptation of the 1998 anime film Kite, where she is listed as the voice of Sawa.

A recurring theme in Mercer's career is her collaboration with a consistent group of voice actors and studios. Besides her work on Sailor Victory and Advancer Tina, she was part of the English cast for the OVA Shinesman.
