Rumi Ochiai is a Japanese actress and voice actress born on March 6, 1973, in Aichi Prefecture, Japan. She began her career in 1990 and is currently affiliated with the Theatre Company Subaru. A graduate of Yokohama Seiryo High School, Ochiai has built a substantial body of work across anime, video games, and dubbing for foreign films and television series.

Ochiai is widely recognized for her long-running role as the Japanese voice of Rouge the Bat in the Sonic the Hedgehog franchise, a character she has voiced since the character's introduction in Sonic Adventure 2 in 2001. Another significant and enduring role is that of Kurenai Yuhi in the Naruto series, a part she has played across Naruto, Naruto: Shippuden, and the sequel series Boruto: Naruto Next Generations. In 2015, she took over the role of Hiroshi Nakajima in the long-running anime Sazae-san following the passing of the previous voice actor.

Her filmography includes a wide range of other anime roles. In the early 2000s, she voiced characters such as Sharona in Shaman King, Cindy Fiorentino in the Z.O.E. Dolores, i series, and Lamia in Mao Dante. She also voiced Melissa in the 2001 OVA Zone of the Enders: Idolo, Kotomi Hiyama in NieA Under 7, and Marine's mother in Fullmetal Alchemist. Other television anime credits include roles in The Twelve Kingdoms, Ragnarok The Animation, The Girl in Twilight, and Detective Conan.

In addition to her work in anime, Ochiai has an extensive career in voice dubbing for foreign productions. She has provided the Japanese voice for actresses such as Amy Adams in films like Catch Me If You Can and The Master, and Rachel McAdams in The Family Stone and Midnight in Paris. Her dubbing work also includes voicing Gina LaSalle in Criminal Minds: Suspect Behavior and Barbara Ann Minerva / Cheetah in Wonder Woman 1984. Her video game work, beyond the Sonic series, includes the role of Ayano in Refrain Love.
